1. How is the Fiduciary System (FIDSYS) program reinstalled?

If the designated PC needs replacement due to force majeure, the person responsible must request the reinstallation of the Fiduciary System. To reinstall the system, the entity’s Compliance Officer must send an email and request the release of the system’s key.

The person responsible must wait for the reply email to reinstall the FIDSYS.

2. Why is the release of the Fiduciary System’s key requested?

The release of the Fiduciary System’s key must be requested because it changes every time the system is reinstalled.

3. How can the person responsible send a “test e-mail” to verify the connection with the Fiduciary System?

There are two ways to verify a connection with the Fiduciary System:

a. By submitting a report that is pending submission.

b. Through the ‘pruebahttp.bat’ module located in the ‘SBCLIENTE’ folder. If the green light is on, the connection is active; otherwise, the light will be red. If the red light is on, the person responsible should verify whether the submission PC has full permission to send packets through the HTTP protocol port 80.

4. How many people can have access to the Fiduciary System to send reports?

It is the trust company’s responsibility and decision to provide access and set the number of people responsible for preparing and submitting trust reports.

5. Where can the person responsible check the system messages when submitting reports?

The Fiduciary System has message log files in which all system interactions are stored. The logs are in the ‘SBPFIDSYS’ folder. The file "bitacora.log" is inside the logbook folder.

6. What is the purpose of the ‘EditorConf.bat’ file?

The ‘EditorConf.bat’ file contains configurations essential for the correct functioning of the Fiduciary System. Access to this file requires the trust company password provided by the Superintendency.

7. How can the person responsible obtain another printed password if he/she loses the previous one?

The person responsible can request a printed copy of the Fiduciary System’s password via email. The entity’s Compliance Officer must request the password and specify the reason for the request. The person responsible will receive an email from the Superintendency indicating the date and time to pick it up at our offices.

8. How can the person responsible obtain another ITBANK System CD?

The person responsible can request a copy of the Fiduciary System CD by email. The entity’s Compliance Officer must make the request and specify the reason for it. 9. What is the required Java version for the correct functioning of the Fiduciary System?

The tested and necessary Java versions in a controlled environment for the Fiduciary System are:

32-bit PC: Java 7 update 40
64-bit PC: Java 7 update 25

10. What is the CHECKLIST?

The CHECKLIST is a document implemented by the Superintendency to indicate the minimum requirements that the PC must have to submit reports. Additionally, it includes fields for email addresses for system notifications. This document is utilized when the entity updates any of these email addresses. The update should be performed in the application through the Configuration Editor (EditorConf.bat), and the Superintendency must be notified by email to make the corresponding update in its database.

11. How is the trust company’s general information updated on the Superintendency of Banks of Panama’s website?

The information is updated directly from the Trust General Information Report (AF03) submitted by the trust company through the Fiduciary System. If the trust company wishes to update its information, it must request the opening of the Trust General Information Report (AF03) to submit the trust company’s updated information.

12. What are the minimum hardware requirements to install the Fiduciary System?

The minimum hardware requirements to install the Fiduciary System are:

1) 1.7 GHz processor PC
2) 2 GB RAM memory
3) Hard drive with 500 MB of free space
4) Internet connection to HTTP protocol port 80
5) Office 2010 or higher

13. How many email accounts should the person responsible report, and what is the purpose of each one?

The person responsible must report four email accounts through the checklist and submit them to the Soporte Bancos email account (soporte@superbancos.gob.pa). The purpose of each email account is:

a. System email address: This email account is assigned by the system itself.

b. System administrator’s email address: This email account is used for receiving structural errors, submittal errors, or any other technology errors.

c. Process Officer’s email address: This email account is used for receiving validation, data-matching, or any other data errors.

d. Data email address: This is a contingent email address by means of which the system sends reports through the POP3 protocol.

14. What is the purpose of the printed password provided by the Superintendency of Banks?

The printed password provided by the Superintendency is used to install or reinstall the Fiduciary System and to open the system’s Configuration Editor (editorconf.bat) inside the ‘SBPFIDSYS’ folder.

15. Can the person responsible use one single email account for the four notification emails of the Fiduciary System?

Yes, it is possible to use one email account for the four email accounts the Fiduciary System requires, but it is better to define a single account for each one. These must be generic email accounts.

16. What does the message “The system cannot be executed; please contact the Superintendency of Banks” mean?

The warning message indicates that when the Fiduciary System is executed, it does not meet the following requirements:

1. The password entered in the small white window is incorrect. The person responsible must verify it on the last screen of the Configuration Editor (editorconf.bat).

2. The user logged onto the PC when submitting the report is not the same user configured in the Fiduciary System’s Configuration Editor (editorconf.bat).

17. When reinstalling the Fiduciary System, is it possible to copy, cut, or move the ‘SBCLIENTE’ folder to another computer?

The ‘SBCLIENTE’ folder cannot be copied, cut, or moved from the source directory where it was originally installed to another computer. Although the person responsible may attempt to move the folder, the Fiduciary System will not run properly.

18. What is happening when, on attempting to execute the ‘iniciador.bat’ module, the submittal screen opens and closes immediately?

When the ‘iniciador.bat’ module used to submit the reports opens and closes immediately, this means that the Java version installed on the submittal PC was [not] updated or [the PC] is using a Java version not recommended by the Superintendency.

19. What type of files are permitted for submittal through the Fiduciary System?

The files permitted by the Fiduciary System for submittals are:

1) Excel files (.xls), which must be generated as Excel 97-2003 spreadsheets. The files must come without headings, and all rows must be in text format.

2) Plain text (.txt) files having the ~ character (Alt+126) as the column delimiter.

20. What are the Fiduciary System’s functioning hours?

The Fiduciary System runs 24/7, 365 days a year, unless there is a letter or circular advising that the system will not be available due to platform or infrastructure maintenance. This notification will be sent to all trust companies through the Soporte Bancos email account (soporte@superbancos.gob.pa).

21. If reports cannot be submitted on time, should they be submitted anyway?

The Fiduciary System accepts reports submitted at any time, even if they are submitted after the deadline.

22. Is it possible to submit reports by email if they cannot be submitted through the system?

All reports must be submitted through the Fiduciary System because reports submitted by email are considered not received by the Superintendency.

23. The Fiduciary System sends various notification emails; therefore, which email account confirms that the report was submitted?

24. Can the person responsible install the Fiduciary System on various computers?

The program can be installed on various computers. However, the system can only be executed on a single computer due to security measures.

25. Should the trust companies have no assets to, is it necessary for the person responsible to report this situation?

If the trust company has no assets to report, the person responsible must submit the report containing the following information:

27. How should the person responsible report the different types of assets or properties in a trust in reports?

The different types of assets that are part of a trust must be reported in accordance with their type, regardless of the type of trust it is. That is:

- Trust Securities Report (AF02): Only assets related to securities must be reported, regardless of the type of trust it manages (guarantee, investment, administration, pension, severance, testamentary, and custody).

- Trust Deposits Report (AF04): Only assets related to deposits must be reported, regardless of the type of trust it manages (guarantee, investment, administration, pension, severance, testamentary, and custody).

- Trust Loans Report (AF05): Only assets related to loans must be reported, regardless of the type of trust it manages (guarantee, investment, administration, pension, severance, testamentary, and custody).

- Trust Other Assets Report (AF06): Only assets related to movable, immovable, and other assets must be reported, regardless of the type of trust it manages (guarantee, investment, administration, pension, severance, testamentary, and custody).

- Trust Rights Report (AF07): Intangible assets and rights given as trust property must be reported, regardless of the type of trust it manages (guarantee, investment, administration, pension, severance, testamentary, and custody).

- Trust Liabilities Report (AF08): Only obligations or debts incurred by the trust must be reported. This information must be in accordance with the information recorded in the balance sheet of the trusts, regardless of the type of trust it manages (guarantee, investment, administration, pension, severance, testamentary, and custody).
